According to Bridgeport Police Capt. Kevin Gilleran, Aliyah Serrano, and her mother, 33-year-old Valery Colon, have been located outside the State of Connecticut.
"Law enforcement officials in their jurisdiction have verified them both to be safe and in good health," Gilleran said. "Their current location will not be disclosed to the public."
A Silver Alert was issued on Monday, Aug. 28 has been canceled, he added.
Gilleran said it is reported that the biological father was given full custody of Aliyah Serrano in July and he had not seen the child or her mother in more than a year.
The case involved a 2021 custody battle in New Haven County and a 2022 domestic violence case in Puerto Rico, police said.
Bridgeport detectives launched a full investigation and found that there was a warrant for her father, in Puerto Rico.
According to Puerto Rican authorities Serrano, there was contact between Rafael Serrano and Valery Colon in Puerto Rico during the month of February 2022.
Valery Colon filed domestic violence complaints against Rafael Serrano (also known as Rafael Serrano Alvarez) in Puerto Rico. This facilitated protective orders for Valery Colon and their daughter Aliyah Serrano in Puerto Rico.
Puerto Rico law enforcement officers applied for an extraditable arrest warrant for Rafael Serrano Alvarez in March of 2022 (“violation of cruelty towards wife”). That arrest warrant was signed by a judge in Puerto Rico in April 2022, Gilleran said.
Currently, Serrano, who waived extradition, is being held as a fugitive from justice with a $100,000 bond until Puerto Rican authorities begin the extradition process.
